Tayammum(Dry ablution): in Arabic language means Aim. In Shariah, it means the wiping of the face, and the hands with clean earth in a specific way with the intention of worshipping Allah, the Most High.

The first issue: Ruling of Tayammum, and the evidence of its legitimacy.

Tayammum(Dry ablution) is permitted by Shariah. It is a concession from Allah Almighty to His slaves, which is one of the features of the Shariah, and one of the characteristics of this Ummah, because Allah says:

{يَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا قُمْتُمْ إِلَى الصَّلَاةِ فَاغْسِلُوا وُجُوهَكُمْ وَأَيْدِيَكُمْ إِلَى الْمَرَافِقِ وَامْسَحُوا بِرُءُوسِكُمْ وَأَرْجُلَكُمْ إِلَى الْكَعْبَيْنِ ۚ وَإِن كُنتُمْ جُنُبًا فَاطَّهَّرُوا ۚ وَإِن كُنتُم مَّرْضَىٰ أَوْ عَلَىٰ سَفَرٍ أَوْ جَاءَ أَحَدٌ مِّنكُم مِّنَ الْغَائِطِ أَوْ لَامَسْتُمُ النِّسَاءَ فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا فَامْسَحُوا بِوُجُوهِكُمْ وَأَيْدِيكُم مِّنْهُ ۚ مَا يُرِيدُ اللَّهُ لِيَجْعَلَ عَلَيْكُم مِّنْ حَرَجٍ وَلَٰكِن يُرِيدُ لِيُطَهِّرَكُمْ وَلِيُتِمَّ نِعْمَتَهُ عَلَيْكُمْ لَعَلَّكُمْ تَشْكُرُونَ}.

{O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles. And if you are in a state of janabah, then purify yourselves. But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it. Allah does not intend to make difficulty for you, but He intends to purify you and complete His favor upon you that you may be grateful}. (Qur'an 5:6).

And because of the saying of the Prphet(peace be upon him):

[الصعيد الطيب كافيك وإن لم تجد الماء عشر حجج، فإذا وجدت الماء فأمسه بشرتك].

[Clean earth is sufficient for you, even if you do not find water for ten years. When you find water, you should make it touch your skin]. (Recorded by Abu Dawood, No:329, and Tirmidhi, No:124).

And his saying(peace be upon him):

[جعلت لي الأرض مسجدا وطهورا].

[The earth has been made for me a place of prostration and a means of purification]. (Recorded by Al-Bukhaari, No:335).

The scholars unanimously agreed on the legitimacy of Tayammum if its conditions are met, and that it replaces the purification with water. So, it is permissible by it what are permitted by purification with water like prayer, Tawaaf, reading the Qur'an, and so on. With the above mentioned evidences, the legitimacy of Tayammum has been proven by the Qur'an, Sunnah and the consensus of the Islamic scholars.
